Predicting the future is impossible. Preparing for the unexpected is possible. That was one of the topics discussed at the World Dairy Expo, where a panel explored the potential impact of emerging diseases on the dairy industry. As harvest wraps up and plans for 2026 get underway, consider creating continuity in your business plan if your dairy is unable to move raw milk or cattle for a few days – or longer.

Secure milk supply plan for continuity of business

Limiting animal and animal product movement is one strategy to control the spread of diseases. The Secure Milk Supply (SMS) Plan aims to support business continuity while not spreading disease. It was created because the dairy industry recognized how a “stop movement” of raw milk for a contagious animal disease would affect their business. The SMS Plan is a tool to use when cattle are affected by movement controls but not infected with foot and mouth disease (FMD) or a similar contagious animal disease. The SMS Plan was created by the dairy industry and decision makers for the dairy industry and consumers. A group of dairy farmers, processors, milk haulers, veterinarians, disease and biosecurity experts at universities, and state and federal animal health officials came together to write the first SMS Plan. It was last updated in 2017, and both the dairy industry and disease response plans have changed. The National Milk Producers Federation (NMPF) recognized the need and assembled a stakeholder group in 2025 to propose updates. The SMS Plan development and updates were funded by USDA.

Benefits of SMS Plan updates

The SMS Plan updates include how to safely move raw milk and colostrum for animal feed and include new information on frozen semen and embryos. It’s expanding beyond FMD to include “similar contagious diseases” like highly pathogenic avian influenza (HPAI). This unexpected contagious disease spread to dairy cattle in 17 states, affecting animal health and business continuity. Updated resources for biosecurity are underway. Simplified movement guidance permit criteria are included. This broader set of preparedness tools helps the dairy industry, and ultimately, consumers of American dairy products.

The SMS Plan aims to help producers:

  • Develop contingency plans for interrupted movement.
  • Limit exposure to their herd through enhanced biosecurity.
  • Learn how to find early signs of disease.
  • Request an outbreak movement permit from state officials for raw milk (if required) and healthy animals going to harvest or another premises.
  • Continue to supply safe and wholesome milk to consumers.

What is foot and mouth disease (FMD)?

Sometimes called “hoof” and mouth disease, FMD is a very contagious foreign animal disease. It’s found in two-thirds of the countries of the world. The last U.S. case was in California in 1929. Germany, Hungary, and Slovakia had cases this summer after being FMD-free for over 50 years.

FMD causes blisters on the feet and in the mouth of two-toed (cloven-hooved) animals like cattle, sheep, pigs, goats, deer, bison, and other wildlife. Cattle with FMD will be lame, drool, and do not want to move or eat or be milked because of the painful foot, mouth, and teat sores. It does not affect people or food safety. Meat and milk are safe to eat and drink. An outbreak will have a significant mental health impact on individual farmers due to closed export markets, disease control measures, animal suffering, and financial uncertainty. NMPF Awarded USDA Grants to Advance Dairy Industry Disease Preparedness

USDA APHIS’ National Animal Disease Preparedness and Response Program (NADPRP) awarded NMPF funding May 16 to support two projects advancing dairy cattle disease preparedness, timely support as the dairy industry evolves in response to H5N1 in dairy cattle.

The first award will expand on USDA funding NMPF received in 2021 to build the National Dairy Farmers Assuring Responsible Management (FARM) Biosecurity Program. FARM Biosecurity provides dairy farmers with the tools to protect the health of their herds and employees from everyday and foreign animal diseases.

Biosecurity resources developed from the initial 2021 USDA funding are currently being used to respond to the H5N1 dairy cattle outbreak. This new funding will expand educational resources and training opportunities for producers, cooperatives, state animal health officials and FARM Program evaluators; update the Secure Milk Supply Plan guidance and further develop the capabilities of the FARM Biosecurity database.

The second award will bring together stakeholders including dairy cooperatives, milk haulers, milk testing labs, state and federal animal health officials and National Animal Health Laboratory Network (NAHLN) lab directors to conduct a gap analysis and create a report outlining current capabilities and guidance for industry and policymakers to implement a foot-and-mouth disease diagnostic assay using bulk tank milk samples to provide herd-level disease surveillance in the event of an outbreak.

“USDA funding for continued enhancement of biosecurity on dairy farms for emerging and foreign animal diseases arrives at a time when the dairy industry is already using USDA-funded resources to address the challenges of H5N1,” Gregg Doud, president and CEO of NMPF, said. “This ongoing collaboration between USDA and NMPF is building resiliency for the U.S. dairy industry now and for the future.”

The grants are funded by the 2018 Farm Bill as part of an overall strategy to help prevent animal pests and diseases from entering the United States and reduce the spread and impact of potential disease incursions through advance planning and preparedness.

NMPF will apply the grant funding to advance biosecurity and diagnostic testing capabilities to support animal health on dairy farms by partnering with stakeholders and experts, including dairy farmers, veterinarians, dairy cooperatives and processors, NAHLN laboratories, Preventalytics LLC, and state and federal animal health officials.

FARM Program Launches Enhanced Biosecurity Initiative

The FARM Program announced the launch of FARM Biosecurity – Enhanced on Oct. 4, a new aspect of the FARM Biosecurity Program that includes training and an online database.

FARM Biosecurity – Enhanced, includes an online database to develop and securely store dairy producers’ enhanced biosecurity plans (EBP) and an online training that helps users write those plans. FARM has also developed a FARM Biosecurity – Enhanced Biosecurity Prep Guide and Database User Guide to complement these tools.

Stronger, or enhanced, levels of biosecurity will be needed to protect cattle against the highly contagious foot-and-mouth disease (FMD) found in two-thirds of the world. One FMD case in the United States could shut down movement across the nation of livestock and their products for at least 72 hours.

FARM Biosecurity – Enhanced incorporates the on-farm elements of the Secure Milk Supply Plan for Continuity of Business. The Secure Milk Supply (SMS) Plan for Continuity of Business was designed to help the dairy industry prepare for an FMD outbreak by providing producers with the tools to develop an enhanced biosecurity plan. The FARM Biosecurity – Enhanced database not only securely stores the EBP plans, but with producer permission will share the plans with state animal health officials for their approval to speed up issuing a movement permit in the event of an FMD outbreak.

FARM Biosecurity has two parts: Everyday Biosecurity for common disease threats and Enhanced Biosecurity for highly contagious foreign animal diseases. The FARM Biosecurity resources aim to protect dairy cattle, build resiliency, and future business continuity opportunities for the dairy industry.
